I believe it is Armorsmith Extended. I think it's actually the Weaponsmith Extended beta mod. I don't use that mod. But I quickly checked through the CK, it's AWKCR. YOu'd need Weaponsmith Extended and a ♥♥♥♥-ton of weapons you don't want, if you want to use it.
