WebAug 12, 2016 · It's like the governor is adjusted to tight. I'm just not sure if the screw on the bottom side of the governor adjust the low side of the rpm range. I know the top screw adjust the upper rpm range of the governor to keep it from over revving the motor. Guess if all else's fails I will grab some wrenches and loosen it and see what it does.
